I would open my brand to my community. I also would try to involve as much people of the community in the rebirth of the brand as I could.

I agree with Kirk here: this isn't about the Boy Scouts (who have had lots of bad publicity in the last few years anyway) but about a series of heinous killings and devastated families. Frankly, even the best brand can be sullied and even the worst brand sometimes comes out lucky in a contemporary event.
If I had to offer counsel to the Scouts, I'd have a special fundraising drive with all the other scout troops, then donate that money to a victims relief fund, with some earmarked to help the boys and families of the boys that were in the troop affected by this terrible person and tragedy.
Publicly announcing a vetting process would be going too far, though, in my opinion. It's not the Scout's fault and they shouldn't accept fault. This is just the "luck of the draw", in all the worst ways.

That's not the headline now. It's obvious the press mentioned he was a former leader to make it appear shocking that a normal guy could be a killer. It has nothing to do with Scouts and PR. Leave the Scouts alone.
